To answer your first question: Counting the PvE/PvP split, 1.
Your next statement about Ursan is completely false. Never did any dev or CR or any Anet employee publicly state that Ursan wasn't going to be touched. It was said many months ago that they were looking in to debuffing it.

This has already been asked a million times before and the answer was quite clear they would like to add the feature but it would take too much time to implement the feature in GW. A possibility for GW2 but I don't see it happening in GW. Also I'm not as fickle/impulsive as most people on this forum, so I'm pretty pleased how my characters look.

If they are going to make a weekend event out of it, they might as well turn it into a permanent addition, and make it cost 10k-15k each time you want to do it.
And I'm very pleased with the way my characters look. However my Derv, I think, would look equally good with a ponytail as she does with her current cut. Not everyone who wants this idea is fickle, some of them just want a change after 3 years of playing the game.

i want a full option for advanced make up options with hair 'n stuff
i like my ele's hair but my ritu she has this blue shade liner next to her eyes and i dunno but it kinda makes her look slutisch and i want to remove that blue make up next to her eyes too

Other things that got a 'no' recibed a yes late on, like the PvE/PvP skill split.
Don't discard an idea just becuase whet you think they'll say.
Just tell if you'll like it or not.

When I made my ele girl in Tyria I was between 2 different hair styles and went with the buns - sticks. And to be honest it makes her look somewhat asian...so Canthan armours look good on her, but the Nightfall armours (being more tribal, african etc) look out of place. It's why I didn't have the heart to delete her, but solve the problem by making a new PvE Elementalist ^ ^;; ...Oddly enough the new one is Factions born O_o
I would completly love it if they made a permanent NPC to do this...Hell... I'd even pay in ectos and hundrets of platinums to be able to change her hair just once!! =____=
Course my Sin would need a change too...maybe...

well, basically most of guild wars is just trying to make your character look good. thats why people spend hundreds of plat gettting obby armor, elite armor, ect. this NPC would just make it be easier to make your character to look good.

Anet said they wouldnt be adding aditional content to GW 1 and then they state that a new hero will be being released soon.
/signed all the way. My necro looks bad with his elite necrotic, and i have to texmod it out to make it decent.
Anet, listen to the people: your weekend events are getting reptitive and boring, and unless you do another 'bring your PvP characters into PvE' event, i dout theyll get any better.

If the game was setup for them to already do this without much programming, it would have already been done.
There is no reason for anet to put work into gw1 for something as trivial as giving toons a makeover when all their resources are going into gw2.

People are already QQing, but yeah, they'd probably be QQing more afterwards. They'd want 100% changeable. And next up would be faces/gender.
